The community Task Force, Oversight Team,
project management team, and public suggested ideas for reducing future traffic congestion across the Willamette
River in the Salem-Keizer metropolitan area. The Task Force recommended a range of 13 preliminary alternatives
that was adopted by the Oversight Team on August 17, 2007.
During the November 2007 open houses the public made suggestions for narrowing the 13 alternatives down to three. The Task Force
considered these comments when suggesting alternatives for further study in the
draft environmental impact statement
(draft EIS). The Oversight Team concurred with the recommendations.

Alternatives advanced for further study in the draft EIS
In early 2008, the range of alternatives recommended by the Task Force and Oversight Team was modified to respond
to advice from the Federal Highway Administration and the Oregon Department of Justice.
- The Orchard Heights to Hood/Shipping (previously called yellow) alternatives were removed from further consideration because of their
substantial impacts on Wallace Marine Park and the inability to meet federal regulatory requirements, called Section
4(f). This is consistent with the direction from the Task Force and Oversight Team to not advance these alternatives
further unless they could meet the Section 4(f) requirements.
- The Hope to Tryon Corridor (New Bridge Only) alternative was added back in,
to insure that the EIS considers an
adequate range of alternatives. This alternative had previously been dismissed because it was more expensive and
did not provide as much transportation benefit as the Hope to Pine/Hickory Corridor. However, studying it in the EIS will allow for a more
thorough look at the impacts of this alternative in relation to the others under consideration. This was
previously referred to as the "orange" alternative.
The seven alternatives listed below (grouped by river crossing corridor) will be studied in detail
in the draft EIS. After the draft EIS is completed, public comments will be taken at a public hearing/open house.

Alternative 1
Alternative 1 (No Build) is a required part of an environmental impact statement (EIS). It is used as a baseline,
or benchmark, to compare and measure the alternatives against what is on the ground now
and what is planned in the absence of the proposed project. The details of this alternative will be defined in the draft EIS.
Alternative 2
Alternative 2 (Widen Existing Bridges) includes adding two new lanes to the westbound Marion Street Bridge
and two new lanes to the eastbound Center Street Bridge and associated changes to the ramps at both ends of
the bridges, including connections to Highway 22 on the west end. In addition, this alternative includes widening
Wallace Road to six lanes (3 travel lanes each way and turn lanes) between the existing bridges and Orchard Heights
Road. This was previously referred to as the “Teal Light” alternative.

Transportation System Management and Demand Management (Transit and Roadway Efficiency)
During the alternatives development process, a stand-alone Transportation System Management and Demand Management
(TSM/TDM) alternative was studied and determined not
to meet the project Purpose and Need. However, it was agreed by the Task Force and the Oversight Team that
certain TSM/TDM elements will be added to this alternative. The exact details
of these elements are currently under development but may include additional accommodations for transit and other features.

Alternative 3 is a new bridge (Hope to Tryon Corridor) with a direct connection to Salem Parkway. A new bridge across
the river from the intersection of Wallace Road and Hope Avenue on the west to Tryon Avenue and the Liberty Commercial
couplet on the east and to Salem Parkway. Previously referred to as the "Orange" alternative.

Alternative 4D
All of the alternatives below begin at Hope Avenue and Wallace Road on the west,
cross the river and connect to Pine and Hickory Streets on the east.
- Alternative 4A - New Bridge (Hope to Liberty via Pine/Hickory): a new bridge across the river from the intersection of
Wallace Road and Hope Avenue on the west to Pine and Hickory Streets and the Liberty/Commercial couplet on the east. The main bridge span
touches down to the existing street grade at Commercial Street. However, this alternative ends at Liberty Street. This was previously referred
to as the "White" option, but without ramps connecting to Salem Parkway.

- Alternative 4B - New Bridge (Hope to Broadway via Pine/Hickory couplet) & Widen Existing Bridges:
A new bridge across the river from the intersection of Wallace Road and Hope Avenue on the west, to Pine and Hickory Streets
and Broadway Street on the east. The main bridge span touches down to the existing street grade at Commercial Street. However,
this alternative ends at Broadway Street. The existing Center and
Marion Street bridges will also be widened, in addition to having connections to Marine Drive. This was previously referred to as the
“White” alternative.

- Alternative 4C - New Bridge (Hope to Broadway via Pine/Hickory couplet) & Direct Connections to Salem Parkway and Highway 22:
Alternative 4B (with a main bridge span that touches down to the existing grade just beyond Liberty Street,
near 4th Street) plus a direct connection to Highway 22 (shown as “Red” on the project maps) and Marine Drive on the west. A direct connection to the Salem Parkway is
included on the east. The couplet extends to and stops one block past Broadway
Street. This was previously referred to
the as “White + Red” alternative.
